The mission statement of the Water Security Group, "The Water Buffaloes," is to increase the amount of high-quality water available in the community "water bank account" to meet both human and environmental needs by increasing "deposits" (through improved precipitation capture) and limiting "withdrawals" (through water use efficiency).
The improvement in precipitation capture and protection of water quality going into and stored within the aquifers supplying culinary water to Spanish Valley/Moab and Castle Valley will be accomplished through:
1. Facilitating the development of comprehensive watershed plan governing the recharge areas of these aquifers
2. Establishing a Citizens' Watershed Council to prepare, administer and amend the watershed plan The limitation of water diversion from natural hydrologic regimes will be achieved through identification and implementation of water use efficiency measures for both municipal & industrial and irrigation state water rights categories of beneficial uses.
In addition, the Water Security Group of CSS will address:
1. Maintaining in-stream flows necessary to conserve and/or restore riparian and riverine habitat in Grand County
2. Maintaining irrigation water availability to support local food production initiatives by the Food Security Group of CSS
3. Examining and making recommendations concerning water rights currently held or applied for by the founding agencies of the Grand Water and Sewer Service Agency, the City of Moab, and the Town of Castle Valley so beneficial use of these water rights can be planned for, to reduce the risk of water rights being lost due to failures to put them to beneficial use and file appropriate proofs, or develop sufficient documentation of future use to justify current non-use of water rights held in reserve to realistically meet those future needs.
